Gangs Had No 'Pivotal Role' In English Riots

Police forces across the UK have confirmed that gangs were not a major factor in causing the riots this summer.

The Home Office says only 13% of those arrested following the disorder were identified as members of gangs.
In London the figure was slightly higher - one in five was thought to have connections to a gang.
Most police forces agreed "gangs did not play a pivotal role."
The new figures also give further insight into the background and ethnicity of offenders.
Figures from the Ministry of Justice show 42% of those brought before courts were white, while 46% were black.
The number of black offenders was disproportionate to the average population - but links between socio-economic factors and ethnicity may be the reason for this.
Young people who were arrested were more likely to be regularly absent from school, to have special educational needs and to have achieved much lower than average school exam results, according to the Department for Education .
Plus, the number eligible for free school meals - 42% - was three times higher than the national average.
Overall 76% of those who appeared in court had a previous criminal record - a slightly higher proportion than previously thought.
